BI FIRST DEFENSE PHILIPPINES ENTERPRISE INC., being a member of the Business Delegation, represented by Ms. Romero and Atty. Varela, President of the Philippines Chamber of Commerce and Industry, presented to the former President Gloria Macapagal Arroyo a summary of the ICT Systems.


The Company
Former President Gloria Macapagal Arroyo instructed (handwritten note: "WITH RMT APPROVAL AND...") BI First Defense Philippines to submit a proposal of the Robotext Unified Monitoring System to then Presidential Adviser for Police Affairs Orlando Macaspac.
Presidential Adviser for Police Affairs Orlando Macaspac endorsed the Proposal to then DILG Secretary Jose Lina.
Secretary Lina in turn endorsed the proposal to the Undersecretary Andanan for peace and order and Undersecretary Soliman for local government units.
Undersecretary Andanan endorsed the proposal to P/ Supt. Arnoguis, Executive Director of Patrol 117.
P/ Supt. Arnoguis, Executive Director of Patrol 117, in turn endorsed the proposal to the LGUs (Local Government Units) to set up 117 monitoring for each urban center.


During the Mayor's League Conference of 2002, BI First Defense Philippines presented the Robotext ICT Unified Monitoring Systems to enhance the capability of the 117 System to all LGU units.
A subsequent presentation was made to Quezon City Mayor Belmonte, Mayor Bautista, and Majority Floor leader Ariel Inton.
Councilor Inton then sponsored a resolution authorizing the City Mayor to enter into a Memorandum of Agreement with BI First Defense Philippines on the design, supply, and implementation of the Robotext ICT Unified Monitoring Systems for 143 barangays of Quezon City, with a central monitoring hub located at the Quezon City Hall for an integrated response dispatch system.
A major feature of the project is the Funding Support extended by the Landbank of the Philippines, upon instruction from the Office of President Arroyo.
BI First Defense Philippines arranged, packaged, qualified, and secured a credit facility to fund the ICT Project with Quezon City and other similar installations.
Landbank approved an Omnibus Credit Line amounting to Php 70 million for BI First Defense Philippines, to fund the project for Quezon City and other similar installations.
Technology
BI First Defense Philippines is the exclusive country representative for the Philippines.
The Robotext ICT Unified Monitoring System is an integration of various leading edge technologies in computer and telecommunications, to bring about a user-friendly but powerful tool for handling any messaging functionality and scenarios, both using data and voice communications.
(The system) delivers and processes messages and records and activates response, and provides archive of the events and calls, and provides printed copies of reports as required.
